3.Introduction

Importance

                               ·  Improvement in crop and livestock production.
                              ·  Building roads, bridges, culverts, schools, wells.
                              ·  Planting trees.
                               ·  And removing health hazards

                    Background

The European Social Fund (ESF) was set up to improve employment opportunities in the European Union and so help raise standards of living. It aims to help people fulfil their potential by giving them better skills and better job prospects.
As one of the EU's Structural Funds, ESF seeks to reduce differences in prosperity across the EU and enhance economic and social cohesion. So although ESF funding is spread across the EU, most money goes to those countries and regions where economic development is less advanced. The other main Structural Fund is the European Regional Development Fund which invests in projects to improve innovation, the environment and infrastructure.
The ESF is a key part of the Europe 2020 strategy for jobs and smart, sustainable and inclusive growth. It supports the EU's goal of increasing employment by giving unemployed and disadvantaged people the training and support they need to enter jobs. ESF also equips the workforce with the skills needed by business in a competitive global economy.
The 2007-2013 England ESF programme is investing £5 billion over seven years of which £2.5 billion is from the ESF and £2.5 billion is national funding.
This investment is providing new opportunities to people who face the greatest barriers to work and learning. The programme is contributing to the government’s social justice strategy by providing additional support to disadvantaged groups such as troubled families and young people NEET. It is also supporting growth by investing in apprenticeships and workplace learning.
By the end of November 2012, there had been over 4.5 million participant starts on the programme. Over 334,000 unemployed or inactive participants have been helped into jobs. Over 146,000 participants have gained basic skills and over 424,000 participants have gained qualifications at level 2 or above. Over 360,000 disadvantaged young people have been helped to enter employment, education or training.
In 2011-2013, the main activities supported by the England ESF programme in each organisation are listed below.
Department for Work and Pensions:
  • employment related support for families with multiple problems (£189 million)
  • voluntary places on the Work Programme for people on incapacity benefit and income support (£66 million)
Day One Support For Young People aged between 18-24 years old who need additional support to make the transition from benefits in to sustained employment (12.3 million)           

4.Literature review

The focus of the Study Guide is the literature review within a dissertation or a thesis, but many of the ideas are transferable to other kinds of writing, such as an extended essay, or a report.

What is a literature review?

The ability to review, and to report on relevant literature is a key academic skill. A literature review:
  • Situates your research focus within the context of the wider academic community in your field;
  • Reports your critical review of the relevant literature; and
  • Identifies a gap within that literature that your research will attempt to address.

                This concept emphasized the need to reduce the polarization of rural society by introducing agrarian reforms establishment of effective and viable rural institutions conductive to the environments of the rural people maximization of agricultural productivity and increasing opportunities of gainful employ meant for rural people.

5. Research Methodology

·        Observations

The examples of good youth work practice which follow are taken from HMI observations. [Throughout this text the phrases ‘youth work’ and ‘youth worker’ are used to describe the range of youth service activities even if the particular contexts were actually those of, for example, scout troops, church youth groups or school-based youth centers.] Some have appeared in previously published Inspection Reports, others come from a wide range of HMI visiting which did not lead to publish reports. Most describe work with young people aged between 15 and 20 years. These examples illustrate attempts to achieve educational goals through informal work with young people in the Youth Service. The themes chosen for description and analysis are taken from different facets of youth work.

·       Questions

Should there be something in the objectives that is more specific about the development of skills?

this is something the Department will be examining. The Department could consider incorporating skills in other ways e.g. in-work qualifications.

·       Research

  Experiences away from the home and its immediate environment have a rich potential                         people they are and the way they will behave, individuals are often able to respond differently and see themselves, and others, in a different light:
In one project the two women youth workers ran programmers involving recreational and cultural activities for a number of different groups of young women. One was a group of young mothers who were almost all Afro-Caribbean, another was a young lesbians’ group

6.Results and Discussions

In making decisions about their environment the village youth club members described above had to act democratically. Every member had the right to voice his or her opinion about what should be done and a decision arrived at that the majority would support. Another example of responsible democracy in action is drawn from a much larger club where all the members over the age of 13 have the right to attend a monthly ‘Parliament’ which deals with all aspects of club management:
Twenty-two members attended the meeting together with a youth worker, two assistant youth workers and the helper who looked after the coffee bar.
The youth worker initiated proceedings by asking if any were attending for the first time and, when three were identified, asked an experienced member to explain the ground rules of the meeting. The explanation included a description of how [page 9] members ran things; that the adults present had no vote, and that criticism of other members was not allowed unless they were informed in advance.
There was an instant response to a request for someone to take minutes of the meeting but no initial response to a request for a chairperson, although this was resolved later, after a long discussion.
A long agenda included three items from a previous meeting and another 11 presented at the time. It was agreed to deal with these in one large meeting although the alternative of working through sub-groups was discussed.
Decisions were made on items which ranged from the purchase of soft toilet paper to agreeing to spend £1,000 on a multi-gym. Some ideas concerned with the hire or purchase of equipment involved a degree of business acumen; others, like that involving the report of damage to a car outside the premises, required an element of moral judgment as it was not clear that dub members were responsible for this. The whole meeting lasted for three hours and during that period nearly all-present contributed, displaying respect for the views of others and an impressive degree of responsibility in arriving at decisions affecting the club.
7.Conclusion and Recommendation

The Work Programme provides personalised support for claimants who need more help looking for and staying in work. Service providers have freedom to decide how best to support Work Programme participants while meeting minimum standards for delivering the service.
This is a major change in the way we help people move from welfare to work in this country. We are creating a structure that treats people as individuals and allowing providers greater freedom to tailor the right support to the individual needs of each claimant.
The Work Programme also gives value for money for the taxpayer by basing payments to providers largely on results they achieve.
The Work Programme is part funded by the European Social Fund.
